Joe, a zipped file does not have an extension ".dll". (at least to my knowledge) There are many zipped file extensions, but I don't think a ".ddl" is included in this list.
You could try changing the file extension from ".dll" to ".zip", then try to unzip it. But since you downloaded the file as a ".dll", you shouldn't have to unzip it. A ".dll" file is a windows system file, (dynamic link library).
Try going back to the file source to look for some additional instructions.

Joe, I downloaded it just to test it and it opened fine here. Do you want me to email you the unzipped vsinit.dll file?

The description of the file on the site where I downloaded it is; "TrueVector Service ZoneAlarm, v. 4.5.538.0".
I guess the vsinit stands for "vector service initialize" or something..... and I don't have a clue what that means......
